Get ready to pay more in service and conservancy charges (S&CC) from 1 July 2023

Jurong East Singapore

Get ready to adjust your budget, because starting this July, folks living in the 15 town councils managed by the People’s Action Party (PAP) will experience a bump in service and conservancy charges (S&CC).

These town councils include:

  • Ang Mo Kio
  • Bishan-Toa Payoh
  • Chua Chu Kang
  • East Coast
  • Holland-Bukit Panjang
  • Jalan Besar
  • Jurong-Clementi
  • Marine Parade
  • Marsiling-Yew Tee
  • Nee Soon
  • Pasir Ris-Punggol
  • Sembawang
  • Tampines
  • Tanjong Pagar
  • West Coast

The only exceptions are Aljunied-Hougang and Sengkang, which are overseen by the Workers’ Party (WP).

The WP has acknowledged that their town councils are facing similar cost pressures. They’re currently discussing the matter and will directly inform their residents of any changes to the S&CC.

According to the PAP town councils’ coordinating chairman, most town councils would face a deficit for the 2023-24 financial year if S&CC rates remain unchanged.

But don’t worry, though, since the increase will be gradual, spanning over two years. And the 2023 hike will be relatively smaller compared to the one in 2024.

Starting from 1 July 2023, you can expect your monthly fees to go up by anywhere from $0.70 to $7.90, depending on your flat type.

The second phase, commencing on 1 July 2024, will see an increase ranging from $1.00 to $9.10 per month.

The rates will differ for each town council, as factors like the estate’s age, resident demographics, and operational expenses vary.

Initially, the anticipated S&CC hikes were estimated to be between $3.00 to $3.80 for one-room flats and $18.70 to $21.90 for executive flats.

Thankfully, the Ministry of National Development (MND) is stepping in with a special grant to help offset the impact of potential increases on residents.

Keep an eye out for individual notices from your town council, which will inform you of the updated rates.

And it’s not just residential properties that will be affected—commercial spaces like shops, offices, markets, and cooked food stalls in these 15 town councils will also see a rise in S&CC.

For shops and offices, the first hike in July will amount to an additional $0.01 to $0.40 per sqm each month, followed by an extra $0.02 to $0.41 per sqm starting July 2024.

Market and food stalls can expect an extra $2.20 to $31.50 monthly charge during the first increase, and an additional $2.20 to $36.40 per month in the second increase.

Meanwhile, S&CC for 27 markets and hawker centers owned by the Ministry of Sustainability and the Environment (MSE) is set to increase in January and July 2024.

markets and food centers

This change will affect four categories of businesses within these MSE-owned venues: cooked food, piece, and sundry, market produce I, and market produce II.

Currently, cooked food vendors at these marketplaces pay a monthly S&CC of $140. Starting next January, this amount will rise to $155, followed by a further increase to $175 in July.

For piece and sundry stalls, the current monthly S&CC stands at $79. This figure will jump to $87 next January and then to $99 in July.

Market produce I vendors, who now pay a monthly S&CC of $67, will see this charge increase to $73 in January and $82 in July.

Lastly, market produce II businesses, currently paying $42 per month in S&CC, will experience an increase to $46 next January and $52 in July.

Will the cost be eventually passed down to its consumers?

We shall see.

Two People Arrested for Suspected Involvement in SIM Card Fraudulent Scheme

In a three-week islandwide operation to disrupt fraud syndicates, the police made significant progress by arresting two individuals involved in fraudulent activities related to postpaid SIM cards. The operation, which happened from May 8 to May 31, resulted in the termination of over 1,000 mobile phone lines, freezing of approximately 50 bank accounts, and the seizing of more than S$210,000. The suspects, a 23-year-old man and a 26-year-old woman, were apprehended for their suspected involvement in illegally registering postpaid SIM cards using customers’ personal information.

The Illegal Scheme

Preliminary investigations revealed that the 23-year-old man, who worked as a mobile phone store assistant, gained access to customers’ identification documents through the company’s mobile device used for SIM card registration. Exploiting this opportunity, he illicitly registered postpaid SIM cards using unsuspecting customers’ details and sold them to individuals who desired to purchase SIM cards without disclosing their identities.

The investigation also uncovered the alleged involvement of a 26-year-old woman who aided the man’s offenses. She established a shell company to procure unregistered postpaid SIM cards from a supplier, further enabling the illegal scheme. This discovery emphasizes the need for a comprehensive approach in tackling such criminal activities, not only targeting individuals but also uncovering the networks that support their illicit operations.

The Arrests

During the operation, law enforcement authorities seized various items including mobile phones and postpaid SIM cards, providing crucial evidence for the ongoing investigation. Additionally, 25 men and three women, aged between 22 and 43, are currently assisting the police in their investigation. It appears that these individuals’ identities may have been stolen and misused as part of the fraudulent SIM registration scheme.

The Ongoing Investigations

The offense of illegally obtaining personal information carries a maximum jail period of three years and a fine. Unauthorized modification of computer material is punishable by a fine of up to S$10,000, a jail period of up to three years, or both. Failing to exercise reasonable diligence as a director may result in a fine of up to S$5,000 or a jail period of up to twelve months.

The police emphasized that fraudulently registered postpaid SIM cards pose a significant risk as they can serve as anonymous communication channels for illicit activities such as unlicensed moneylending and frauds. Scam syndicates often employ these SIM cards to contact victims and communicate among themselves, making detection challenging for law enforcement agencies.

The Public Awareness

The police are determined to track down mobile phone retailers and assistants who may inadvertently facilitate illegal activities. In light of this, the public is advised to avoid purchasing pre-registered prepaid or postpaid SIM cards and to safeguard their identification documents to prevent misuse during registration.

Furthermore, individuals should exercise caution when approached to be appointed as directors for companies and ensure that they fulfill their duties diligently. Negligence in supervisory roles may result in a company being involved in criminal activities. Through their ongoing investigations and continued efforts, the police aim to safeguard public interests, protect personal information, and maintain the integrity of mobile phone retail practices.

7 Shocking Types of Toxic Employees You Must Fire Immediately

Letting go of employees is never easy; however, parting ways with toxic employees is an entirely different story. Believe me when I say, I had to navigate the process of terminating several employees in the past eight months.

Within every organization, there are individuals who exude negativity in the workplace. In fact, a noteworthy study conducted by Michael Housman and Dylan Minor in 2015 at the prestigious Harvard Business School defined toxic workers as those who “engage in behavior that is detrimental to an organization, including causing harm to either its property or people.” These toxic employees not only harm the morale of the entire team but also impede productivity and create a hostile work environment.

It is crucial for employers and managers to swiftly identify these toxic behaviors and take immediate action to remove them from the organization. In this post, we will uncover seven startling types of toxic employees that you simply cannot afford to retain on your team. Let us dive in!

#1: THE DRAMA QUEEN/KING

The drama queen or king thrives on creating drama and conflicts in the workplace. They are always the center of gossip and stir up trouble among co-workers. Moreover, they have a knack for twisting stories in their favor. For instance, a drama queen or king may claim, “I worked really hard, but other team members did not put in enough effort. That’s why we lost the client.” Their negative energy can swiftly permeate the entire team, resulting in a toxic work environment where productivity and cooperation suffer.

#2: THE CHRONIC COMPLAINER

No matter how well things are going, the chronic complainer always manages to find something to complain about. Whether it’s the lack of free food in the pantry or the length of a meeting, their complaints encompass both major and minor issues. They drain the enthusiasm and motivation of those around them by constantly fixating on the negative aspects of work. Moreover, their complaining attitude has the potential to be contagious, significantly affecting the team’s ability to maintain a positive mindset and effectively overcome challenges. Can you think of someone who exudes the characteristics of the chronic complainer?

#3: THE MANIPULATOR

Recently, our organization had to part ways with a manipulator. This individual possessed a remarkable ability to manipulate others through persuasive language, ultimately captivating the heart of our boss and shamelessly exploiting it for personal gain. Engaging in mind games and skillfully manipulating circumstances, he managed to embezzle money from the organization and evade any consequences. Manipulators like him have truly mastered the art of manipulation, utilizing it to obtain their desires.

The presence of such manipulative individuals erodes trust and instills a pervasive sense of unease within the team, thereby hindering the fostering of collaboration and open communication.

#4: THE SLACKER

Oh, the advent of mobile phones and portable gadgets has certainly expanded the arsenal of the slacker! Have you ever experienced the frustration of having co-workers who would rather indulge in video games while you diligently complete an important report?

The slacker is perpetually lagging behind on their tasks, expertly procrastinating and making up excuses to justify their lack of productivity. As a result, the burden of their unfinished work falls unfairly on the shoulders of diligent team members, who are left to pick up the slack. This toxic employee not only impedes overall productivity but also fuels a sense of resentment among hardworking colleagues. It’s a recipe for dissatisfaction and frustration in the workplace.

#5: THE BULLY

Much like the manipulator, the bully also prioritizes their personal interests above all else. Bullies resort to intimidation, belittlement, and humiliation to exert power over their colleagues, thereby cultivating a hostile work environment. The consequences of their actions can be deeply damaging, inflicting severe psychological and emotional distress on their victims, which in turn leads to decreased job satisfaction and a higher turnover rate. It becomes crucial to take immediate action to safeguard the well-being of the entire team.

However, what if the bully happens to occupy a position in upper management? This poses an even greater challenge and calls for careful consideration of the best course of action.

#6: THE CONSTANT NEGATIVIST

The chronic complainer can overlap some of his or her qualities to the constant negativist. This toxic employee consistently finds ways to criticize and dampen the mood, always seeking out flaws and faults.

Unfortunately, their negative mindset has the potential to spread like wildfire, adversely affecting team morale and stifling creativity. Surrounding oneself with a constant stream of negativity can impede progress and hinder the team from realizing its full potential.

#7: THE GOSSIPER

My previous workplace was plagued with gossipers! A drama queen/king’s accomplice, the gossiper, is particularly harmful when they engage in malicious behavior. They propagate falsehoods about their co-workers, causing harm to healthy working relationships and disrupting team dynamics. In addition to spreading tales about fellow employees, they often initiate rumors about the company itself, such as new policies, impending layoffs, or structural changes.

In any carefully selected basket, there will always be a few bad apples. However, toxic employees have no place in a healthy and productive work environment. Their negative conduct undermines teamwork, dampens productivity, and diminishes employee morale. By identifying and addressing these seven types of toxic employees, organizations can establish a positive and supportive workplace culture that allows employees to flourish.
